Notice of Public Hearing-St. Tammany Parish Hospital Service District No. 2 (the "District") will hold a public hearing on Monday, July 14, 2025 at 9:00 a.m. at Slidell Memorial Hospital (the "Hospital"), Administrative Conference Room, 901 Gause Boulevard, Slidell, Louisiana 70458, with respect to the issuance of the captioned General Obligation Bonds (the "Bonds").

Notice is Hereby Given that St. Tammany Parish Hospital Service District No. 2 (the "District") will hold a public hearing on Monday, July 14, 2025 at 9:00 a.m. at Slidell Memorial Hospital (the "Hospital"), Administrative Conference Room, 901 Gause Boulevard, Slidell, Louisiana 70458, with respect to the issuance of the captioned General Obligation Bonds (the "Bonds").   

 

Title to the Hospital is in the public; however, pursuant to a Joint Operating Agreement dated as of July 2, 2015 (the "Joint Operating Agreement") by and among the District, Ochsner Clinic Foundation ("OCF") and Ochsner Health System, which System has been merged with and into OCF and the surviving corporation is referred to herein as "Ochsner", each a Louisiana non-profit corporation and an organization exempt from taxation under Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the "Code"), certain of Ochsner and the District's assets located in Jefferson and East St. Tammany Parish are operated on an integrated basis.  

 

The Bonds are proposed to be issued by the District as qualified 501(c)(3) hospital bonds under the Code, in one or more series pursuant to a plan of finance in an aggregate face amount not exceeding $31,500,000, and the proceeds of the Bonds are to be used for the purpose of constructing, acquiring, extending and improving hospital and related health care facilities of the District, and acquiring equipment and furnishings therefor, including, to the extent feasible, those specific projects for cancer and emergency care, outpatient pediatric care, primary care and women’s and infant health care, all as set forth in the "Capital Improvement Plan" approved by the District on January 6, 2025, title to which shall be in the public (the "Project") and paying the costs of issuance thereof.  The Project will be located at the Hospital's main campus at 1001 Gause Boulevard, Slidell, Louisiana 70458, which includes the area bounded by Gause Boulevard, Eleventh Street, Fourteenth Street and Florida Avenue in Slidell, Louisiana, as well as with respect to certain portions of the Project, at SMH East Campus, 100 Medical Center Boulevard, Slidell, Louisiana 70461, SMH Regional Cancer Center, 1120 Robert Boulevard, Slidell, Louisiana 70458 and SMH Imaging Center, 1495 Gause Boulevard, Slidell, Louisiana 70458. The initial and exclusive owner of the Project will be the District 

 

Sandy Badinger, Chief Executive Officer of the Hospital, or her designee, shall conduct the public hearing for the purpose of receiving comments on and hearing any objections (verbal or written) to the proposed issuance of the Bonds and the associated plan of finance.  All interested parties are invited to attend the public hearing to express their views.   

 

Persons who intend to appear at the hearing and express their view are invited to contact Ms. Badinger either in writing at the Hospital or by telephone at (985) 280-8503, in advance of the hearing.  Any interested persons unable to attend the hearing may submit their views in writing to Ms. Badinger prior to the date scheduled for the hearing.  The location and time of the hearing may be changed or an additional hearing will be scheduled if written requests to do so are submitted to Ms. Badinger prior to the aforementioned date of the hearing by a significant number of interested persons. 

 

The Bonds will be secured by a special ad valorem tax to be imposed and collected annually in excess of all other taxes on all the property subject to taxation within the territorial limits of the District, under the Constitution and laws of Louisiana. 

 

This notice is published and the aforementioned public hearing is to be held in satisfaction of the requirements of Section 147(f) of the Code, regarding the public approval prerequisite to the exclusion from gross income for federal income tax purposes of the interest on the Bonds.
